Bar Coded Driver License?

I am asking about an idea to try to protect us from the DUI-addicts who keep driving while their license is suspended, and often ignore orders of the court to get treatment for their DUI-addiction,

Consider driver licenses issued with a bar code to be used in place of current key, or in addition to it, to start or unlock ignition. No bar code, no start car.

Older vehicles get converted over time. Insurance companies offer discounted rates on vehicles with this implemented. Auto registration record would capture whether or not a vehicle has this system.

Is this a good or bad idea?
Pros & Cons?
After states have implemented the bar coded licenses, which might take up to 6 years, depending on renewal cycle, the law would mandate implementation of this on any vehicle owned by the immediate family of a convicted DUI person, within some # days of the conviction, unless they swear under oath that their family member with the DUI conviction would never have permission to drive the car, and 911 to be called immediately after the DUI-risk takes it anyway for any reason.
